Did the major characters of WoWS really develop? Would they have stopped doing what they were doing if they hadn't been stopped? It seems to me they deliberately showed he (Leo) didn't change when he had the opportunity to walk away and didn't.

The change occurs throughout the movie- Belfort goes from naive kid to cutthroat broker/schemer over the course of the film.
Nothing about Irving changed throughout American Hustle, the plot was weak, and the climax was next to nonexistent, and the characters (outside of Bail, who I thought had an outstanding performance individually) were flat.
