I thought it was Churchill, I was wrong so I was impatient and looked it up, turns out it was a Frenchman. Here it is in the original French.

In the real world a word like 'equality' or 'equilibrium', have no meaning. Inequalities rule: In Nature, political economy, physics, etc.

I have no idea who's quote it is but difference is democracy is a form of governance and socialism is an ideology, neither of which are preferred.
