Considering the amount of work that goes into drilling for oil, shipping that oil, refining it, and then shipping that product to gas station a quarter of a mile from my house, 3 bucks a gallon seems like a steal.

Price of gas is based purely on the market, not on *production costs.

Then how come it can be less than $1/gallon in places like Mexico and Venezuela that have nationalized oil companies?
