Does he have influence over how BREC spends its money? Yes.

How has he specifically wielded his influence in the past with regard to BREC spending?

He has pushed BREC real hard on the development of bike paths connecting various BREC properties, such as Farr Park south of LSU to downtown along the levee and between downtown and Memorial Stadium, which is also a BREC facility. He has also urged BREC to develop the bike path parks along Bayou Fountain and Bayou Duplantier from the Mall of Louisiana to BREC's Olympia Stadium/Sports Complex.

I'm not saying the bike paths are a bad idea, but it's just examples of how Holden has "influenced" BREC spending, which is what you asked for.
