Do you honestly think that a business owner that currently has a large minimum wage workforce is going to expand his workforce if he has to pay 30% more in wages? He will not. If anything, he will be looking for ways to cut his labor costs so he can still be profitable.
For him to stay in business he will have to cut from something or raise prices. There's not just some big pool of money he's holding back and chomping at the bit to spend on higher wages.
