You cannot go more than 3 seconds without actively guarding a player. And "actively guarding" means being within arm's length of a player. Get within arm's length and the "3 second clock" resets.

So no, you can't just camp out 100% of the time, but it can still be done effectively. The Mavericks run a 2-3 zone all the time.
