So your grandpa is a sugar daddy but his hot, young wife is in her 60s? Does not compute

Paging CAD703X: brag now, but this is your future
My advice: buy a lift chair, a Hoverround, and Tempurpedic mattress now and save it for later.
Put all that in the backyard shed covered with a car cover that says "Kia Sorrento" on it, and she'll never know what's in there. But you will be set, having invested in your future.
Primerica ain't got nuttin' on that.

Call adult protective services to go out and pay him a visit.

This. Elder abuse is a thing, and this case could qualify as neglect, at the very least. Some more info: LINK

Thankfully our case wasn't as bad but it happened in my family, too. A great uncle (retired ophthalmologist) had some $$ and when his first wife died of cancer he eventually remarried a lady who turns out to have had $$ in her eyes when she married him. Luckily he had two sons that she couldn't freeze out so he was kept in better shape than your grandfather.
It was definitely a different situation when family would visit (she'd put on a good show of being a good wife) and when they were alone by themselves in the house. Eventually he passed away and now the gold digger has spent all of his money so she's had to reduce her lifestyle. Unfortunately this means that his sons now have no inheritance. It's really a shame because she's a nice lady, just a bit...ruthless, financially.

This for sure. His kids should do everything in there power to go see him no matter what even if they are not welcome.

As long as she is not letting him starve or completely neglecting him, is any of this actually illegal? Is there anything that can be done?
It's not illegal to be a shitty person.

I'll ask the obvious question.
how do you know so much about their situation if you only see them maybe once a year.
maybe he is happy, maybe he likes his 30 year old chair. I understand that your family may not like this woman because she is probably your mom/dad's age, but your grandfather married her.
how? what would happen if they all piled in to go see him?
again, he is 96. he ain't running any marathons.
maybe making her happy makes him happy.
Your suspicions may be right and she may be evil, but it sounds like you all simply need to put more effort into spending time with your grandfather in his last days.

She won't get him a physical therapist to help improve his constantly deteriorating condition

She won't have him do any exercises on his own....he simply sits all day long

Long story short......
96 year old completely dependent grandfather is married to a lady 30+ years younger
Yada yada yada...
She is going to get the inheritance instead of me and she sucks

Yeah, I'm not sure a physical therapist is going to do anything to help a 96 year old in the condition described in the OP. If the wife is not caring for the man and he basically sits in his shite all day long then I would be really pissed. But at that age and condition there isn't a whole lot a professional can do to improve his quality of life.
