Should be two lanes with a tree lined walking/bicycle path down the middle.

Traffic can use the very nice North Street that never gets used

so how do you take a left into all the businesses, shops, and stores lining each side of government with a median and pedestrians in the middle of the street?

The reason it doesn't get used is that none of the cross roads go straight through on government. Offsetting streets was the 1940s version of progressive traffic management.
