I find extremely curious the notion that, the only thing that is apparently holding many people back from getting paid enough to be well off is lack of legislation mandating it happen.

Mark my words ... this will hurt people.
It will hurt the guy who may need 55 hours a week to get all his work done because although he may be loyal, dedicated, etc. ... perhaps he is not the sharpest stick ... and then his employer says ... "Get it done in 40 ... or else."
