Also settle something for me. What exactly is the fuel charge? I was told that it includes a huge Katrina charge in it, that the utility company charges. And when i called Cleco, they said it would continue till 2019. 
But my neighbors refuse to believe that it includes a Katrina type charge, where they charge you more because of what happened with Katrina. So what is it exactly?
