Many issues overlap though.

The principal, far and away #1 focus should be domestic issues pertinent to the country as a whole. There should be very little involvement of the president with issues that deal with small factions or groups within our society. That should rest solely with congress.

His/her focus should be the larger needs of the country, never the small.
