I think the answer is "depends" on what is going on in the world.

Though, I think Obama clearly has no interest in international/foreign matters.

Tin-Foil Hat / Alternative Analysis:

- Did "after the election, I will have more flexibility" really relate to missile defense talks?

- Does Obama really care what Putin does?

- Does Obama really care if Putin supposedly makes him look bad or weak?

It's often been discussed ... since Obama is so brilliant ... then are the results then either (a) incompetence, or (b) intended on purpose.

If he's so smart and so brilliant, how can it be (a) ?

So... you get this Ukraine business ... what could potentially happen?

- Spread/reemergence of authoritarianism / communism. Would this really bother Obama?

- U.S. looks weak / loses power? Would this really bother a man intent on "fundamentally" transforming America ?

- A lot of white people could be killed. Will Mr. Obama lose sleep over this?

He's bothered so much by this ... that he skips his intelligence briefings ?

He lets John Kerry go handle it and expects a "good" outcome ?

Personally, I get the impression that, like with a lot of things ... he really just doesn't give a rat's arse.

I'm betting the the message that was "transmitted to Vladimir" was as follows: "Leave this dude alone until he gets reelected. That is all he really cares about. Then, do what you want. Because he doesn't give a rat's arse."

That is certainly plausible...
