You could try buying a static one. $10-40/month appears to be the going rate. You may even be able to sign up for a month, request a static one, and then hop back off the plan and hope you don't revert back to the old one. Ask if you can request a specific one. You may not be able to. I'm really not certain, but it's worth a shot.
ETA: I would think that changing providers would switch it, but that's also not certain. They may buy/sell from each other.

Could I call COX and just ask for a new one??
It has to be static right? How else would this place find alters?
Or is there another way to trace IPs?

This could be as easy as unplugging your modem for an hour depending on your ISP
The opposite of what you want
Just call Cox ISP and ask them to refresh your IP...
