So is there any reason Phillip is losing it over this? How was that incident different from the dozens of other times he's killed people?

Maybe it's guilt for killing the kid that spotted him and the truck driver that died.

at the the Russians being upset about the fake plans. Like the Soviets wouldn't do the same.

It's all just coming to a head. He has a comfortable life, his kids are getting older and more aware, he just bought a Z28 and is going through his mid-life crisis, etc. Plus, he had to listen to that scientist blubber in the back seat for what seemed like hours, and then there were the 160 Soviet "kids" killed by the dirty Americans and their fake plans, or rather, the Soviets who were too stupid to spot the design flaws. Maybe he's realizing that American isn't so bad, while Russia plainly sucks, so why the hell does he continue to compromise himself in her service?
