Devil's advocate here...
I think there are only two plausible reasons he would have started the fire: 1) if he has been investigating these disappearances the whole time (which I previously said I thought could be the case) or 2)he is a member of the cult (which I think is fairly obvious that he is not).
If 1 is the case, he found Dora's body and did all of that shite to draw attention to the murders; however, I think he would have planted some evidence to more easily point the others into the right direction.
If 2 is the case, then that is gay and SFP would be right.
