it's only 11 seconds and it doesn't apply to the last 2 minutes. it's about substitution more than time.

what happens on an incomplete pass? the clock doesn't start until the ball is snapped anyways. a team can run pretty much the same amount of plays, they just can't screw up the defensive substitutions for 11 seconds.

Kinda a dumb point! The play clock starts when the ball is spotted, whether or not clock game clock is running.
