AS far as theories, it is not beyond the pale to believe that Rust is still working the case after all these years (either officially or unofficially).

Agreed - it's the only realistic option right now.
The whole "Rusty being investigated bit" from the Ep. 5 teaser seems like misdirection, or that the corrupt gov't is now trying to pin it on Rusty instead of wrongly-accused Ledoux.
