No way this works. People in this city do not want to drive out to the New Orleans East wasteland. The only redeemable thing about the East is some Vietnamese restaurants.

Just read through the proposal and it's really good. The addition of a working studio is really smart. IMO the park would do better being partnered with a large movie company to help branding (i.e MGM, Universal), instead of solely relying on Louisiana based themes.
It looks promising, I'm just skeptical about the success of any theme parked not named Disney or Universal.
