Everyone has an opinion, but if you live in a society where something is a norm (i.e. dogs are pets, not food) then I would hope people would conform to that norm. If you lived in asia, I wouldn't prosecute them for eating dog when you're living in their norm.
This isn't Asia and we're waaaaaaaaaaaaaaay fricking better than the Asian culture in so many ways.

I'm guessing this animal had been out quite a while as I was going down a stretch of road where no houses were nearby. But I guess it is possible they'd just let the dog out to use the bathroom and he'd run off down the road.

I'd be sitting in jail right now if that were the case.
I was talking about the people who hung the dog. If I were talking about people who lick their SO's a-hole, I'd use the term "us" or "we".
