Standard practice with contracting work because there are too many dishonest people and neither side can trust the other.

So the contractor takes a deposit, starts working, then another payment, then another chunk of work, until the job is finished.

If you pay up front the contractor runs off with a larger sum. If you don't pay anything until the end the contractor can do the whole job and then get stiffed.
