CATS was getting supplemental funding from the city/parish general before the tax was passed.
Still not sure why that's relevant.

FYI
CATS' 2014 budgets indicates they will take in about 24 million dollars in revenues.
14.8 million will be from property taxes (most of which was just passed)which accounts for 61% of the income
Other sources of revenues projected are:
2.6 million from fees, contracts, advertising
4.8 Federal Grants
1.2 Hotel/Motel taxes
.55 Parish transportation Fund
So it can be clearly determined that people outside of the taxing district for CATS do provide some funding for CATS since we are a part of the Parish, we are apart of the United States, and we have hotels and motels outside of the taxing district. Of course our share is much smaller, but then again our needs a lot less.
BTW, I would suspect that when CATS applies for Federal grants they do it based on 400K citizens and not just the citizens in the taxing district.
