Being a BR city homeowner, maybe automatically I'm included in whatever is of interest either to the city or the parish, so I guess I don't really get to see where the line is drawn on where city residents don't get to fully participate.

Can somebody, for or against this, summarize for me how someone could be principally opposed to this?
I can see thinking its a bad idea because of what may result, but I don't see a reason in theory why an unincorporated area shouldn't be able to incorporate.

I can imagine Kip's frustration.
He has done a good job of running an open government with tight internal fiscal controls. He has focused most of the infrastructure investments in the unincorporated areas of BR - including tax breaks to spur development in those areas. Now they play the victim card in an effort to take the money and run.
I'm sure he realizes that he is largely distrusted due to his race, as being a black democrat associates him with the race-baiting idiots that represent north Baton Rouge.
