Best lower tier college in LA?

Have a cousin who doesn't have many options. Which do you consider the better of the "lower tier" schools? B.R.C.C.? Delta Community College? J.D. Hunt, or ULL? Thanks.

Let me clarify....by "not many options". I mean he can't get in to LSU. This is why I was looking to see which of those lesser schools I listed would be his best option until (hopefully) he can get into LSU. Sorry for the confusion.
