Actually exactly abiding by it. The law applies to personal and commercial vehicles. Not emergency vehicles. They may park wherever is necessary. Many places are designated 'no parking any time' so that emergency vehicles have convenient places to park when they are needed.

Is an emergency vehicle still classified as an emergency vehicle outside jurisdiction or off duty?

This is correct.

That said, I've seen a cop parked in such a way that he straddled a crosswalk. Kind of hard to defend that.
