Littlefinger isn't a whoremonger, even if he owns a bunch of brothels. He just sees it as a great profit and a great way to get information. And he just tells Ned this to get Ned on his side. Littlefinger is a very well known liar, but he is perhaps the single most dishonest person in King's Landing.
