This is the only answer, but no one in Baton Rouge seems to have the political will to try, which is sad. I am really disappointing in Jindal for not pushing this issue and letting his opposition paint him as anti higher-ed. Another thing that contributes to the 90% number is the fact that LSU runs the largest hospital system in the state. So much of that 90% cut to the LSU system is actually being cut from the hospital system, which dwarfs the universities' budgets by a wide margin.
