What will it take for Jacksonville to be a Good Team?

Will it take a new owner? A new QB? A new HC?
It is pretty obvious they need to totally rebuild this team on both sides of the ball. Typically, that is a long process so where do they start?

A new GM and coach. They'll have to improve the OL first, then a get a good QB and build from there via FA and the draft.

They need to move cities and bring in some names. Whether it be Manziel or free agent guys and get people believing in the franchise. They need a complete restart as a franchise

If the get a qb this year, they have some talented pieces on offense. Their D used to not be awful till everyone got old or left in FA. A core of Bridgewater, MJD, Joeckel, Blackmon, and Cecil Shorts isn't too bad. Theyll just have to draft well and be patient.
