Yes, Qualcomm is a major investor in Gaikai.
Gaikai is going to be used for Vita remote play, instant demo's, PS1/2/3 backwards compatibility, and sharing your screen to a friends TV, as well as the sharing/upload feature.
It's inevitable, just a matter of how long it's timed for XB1. They kind of dropped the ball a few days ago about it.
