I don't think paying players any more or giving a cash stipend will in any way reduce the temptation of boosters to give certain players a little extra on the side.
You're going to have players that want more $$$. For example in football...some players will think "Why should I (starting QB) get paid the same as a 3rd team DL?". Kids are going to want more money based on playing time, scoring TDs, INTs, sacks, tackles, rushing yds, etc.
There's no end to any of this.

While my idea won't put an end to this, I do think it will take a healthy chunk of this out of the equation over time.
