I haven't look at the templates you referred to so I'm just talking out of my anal orifice here, but if their budgeting/personal finance spreadsheets has the user inputting his expenses, such as "Dinner at Ruth's Chris = $174.00" then that type of info would be very helpful to GOOG in their targeted advertising and in their selling of mailing lists to advertisers.

Just think of data that could be mined from such information on an expenditure spreadsheet.

ETA: And I'd be willing to bet the user would give GOOG permission to access those spreadsheets on his PC when he clicks on the "I Agree" button on the ever-present "Terms of Service" 20+ page document that none of us ever reads but the user must click on before he can download the "free" software.

i just have months and data for each month in there that i can compare months to each other so i'm not worried about it, but there aren't ad's on the google docs page so idk, how all that works. use exel i was just offering up a suggestion. the google docs section though has user made templates so there are thousands of them to choose from.
