Well maybe for Bioshock 1, but I dont think they could have done anything else with what is basically Bioshock 3.
I definitely agree that the gameplay was not quite as developed as the aeshetics and story. The rail sytem was pretty dumb, at least when it came to combat. It did fit in with the whole setting though.
I really didn't like the selection of vigors. I had like one or 2 gotos, and the rest I barely used...even with combining them.
Besides TLoU, one one the best story lines I have played this gen tho.

Yeah the story was good but I wish they would have used something besides shooting to move the narrative. It really turned into a chore. Maybe mix it up with some puzzles or something else that makes you actually use your brain.
For me it turned into "shoot this guy to see what happens next" and that sucks because I lost all interest in the shooting aspects of the game and just wanted to get it over with to move the story.

yep. gameplay was lacking.
I wanted to explore the world more.
more info on the "twins" would have been swell.

This was the main issue. People knew there was a Bioshock quality plot twist looming at the end of the game.
That looming over me is the reason I beat the game in one sitting. If there was no plot twist in the game that I knew about, I would have easily taken 5-7 sittings to get the game done.

I thought it was one of the best games ever.
I'm not a huge FPS fan, but I enjoyed the rail system and thought the gameplay was on par with Crysis 2 (the only other FPS I've played in the last ~5 years, aside from Deus Ex HR which I played almost entirely in the 3rd person). Story was amazing and it was the most immersive world I've seen since Bioshock 1.
