The factory boost/easy OC pushes the 8350 from 4.0 to 4.2 and the 8320 from 3.5 to 3.7. Still a huge difference in the two without getting into more serious OC'ing.

7870 ghz is not on sale anymore, if I were you finch I would grab that 7870 myst I linked while you still can.

And then he can get into bios and do a little toying around. It's really easy and if he's building a computer on his own this to me is a no brainer. Hell if he's building himself an FX machine and not overclocking it just go get a i5 3350p.
