Best article I've seen on HD shotgun ammo selection
AR15.com

The only shotgun ammunition that will consistently reach the FBI minimum of 12 inches penetration is buckshot or slugs.

No birdshot load will reach the required penetration to reach vital organs or the central nervous system. Birdshot makes shallow and gruesome wounds, but it has been shown to be a very poor Stopper.

There aew some really good videos on YouTube. I have concluded that #6 or even # 7 lead 2 3/4" 12 ga or #2 steel 3" 12 ga is sufficient at nl room distances is sufficient through clothing and reduces the chance of overpenetration injuries in adjacent rooms.
Buckshot will simply go through clothed person and wall behind them with enough energy to harm others. Certainly would be effective but collateral damage is concerning.
