This is how his resume should look.
When I changed my resume to this format and followed it's guidelines, my recruiting increased 200% and I never had to send out another resume to blackholes. Now they come to me.

Is he on linkedin? He should be.
Also not to be a dick but I don't really feel bad for people who complain about not being able to get a job but won't relocate. You have to go where the jobs are. Its very odd that he can't find a job though. Somethings not right. Is he a jackass?
