Valid questions. Pre-positioning of forces within EUCOM and in the Med was a military decision. Actual use of them was an NCA decision.

I understand that. But I think I read a link earlier that said the fighters out of Aviano would take a few hours to get in the air and that there was no tanker assets available. Seeing how I believe the only real response that would have made a difference here was air support on station quickly, I want to know why we don't have alert fighters ready to go within a max of 30 minutes.
Of course the SF dudes in Tripoli is an interesting development and I'm looking forward to hearing more about that.
