I think Tyler's inability to tag comes with his lack of playing time. Not making excuses for the guy because he obviously brain farted, but that's what I concluded seeing him not advance. Also, I wasnt at the game so I only got to see the fly ball, not his reaction or jump off the bat.

OK, here is how that play went down.
There was one out, runners on 1st and 2nd base in a close game. Tyler Moore isn't a speedy guy but he isn't slow either. The ball wasn't hit to the wall, it was middle Right CF.
You NEVER want to be the third out at 3rd base so by not tagging, he was allowed to go all the way down to almost 3rd base if the ball wasn't caught and he could have crawled home.
Regardless, it DOESN'T matter if you are on 3rd or 2nd base in that scenario with 2 outs, he still scores on a base hit.
Besides, the kid pitching doesn't toss wild pitches so hoping for a WP wouldn't be worth the run to 3rd.
Overall, I agree with his baserunning on that play and think tagging up might have gotten him thrown out, double play, inning over.
