Baton Rouge sewage discharges their end stage treated water into the river.
Most plants are required to use a disinfectant to kill whatever bacteria/virus' remain because of the concentration being sent into a small lake, stream, or bayou is so high.
Since the river flow is so large compared to what the city sends to it they are not required to disinfect the flow.
Dilution is the solution to pollution.
