I work with the rental industry, and Yes, they can and do spend on their priorities. People will spend 150 to 200 dollars a month on cable and Internet, but bitch, whine, and belly ache when a sandwich is 2 bucks more than one down the street, yet better.
Id say most people don't really care as much for food as they say they do, and some don't even think about it. It's America, or what we've become. Quantity trumps quality, as does value over quality. It keeps the ball in motion.
Most would rather a whole lot of average to subpar food they get for a deal than a little less but really amazing food for a few bucks more. I have to believe that goes a long way in explaining our ever expanding waste sizes as well.

I'm not doubting that people spend more based on their priorities, but everyone has a budget.
