not necessarily. different games are developed with either amd or nvidia optimizations that make them preform a little better for either system. I would say more games are optimized for nvidia. Also, if the game is optimized for one the other might take a little time for updated drivers to come out to make things run really well. Driver support is better on nvidia, although the amd beta drivers have been really good lately.

Depends on the game. Like bioshock, crysis, and tomb raider are better on AMD cards (Duh, AMD sells them with their cards) and the batman series is optimized for Nvidia.

There usually isn't much difference in frame times, it's more so little buggy things here and there
