I think 4 is a good number, 8 starts to water it down a little, but would not be the end of the world. 16 would only be acceptable if they guarenteed a spot for all conference winners.
But the crux of the issue is this: is it worse to include some teams that may not be deserving or to exclude teams that are deserving?
