any native white hawk/falcon in LA?

We have 2 on our lease that I have seen on multiple occasions. I have never seen another almost all white Bird of Prey in LA. Mostly white, with black on it's wings and head.
Anyone help me out on an ID?

could be the white tailed kite, but according to the internet, they should not be this far north...

My interwebs says they're known to be in southern texas and eastern mexico, but range all over and have been seen in new england. Not a stretch to see them in LA.

On a related note, I saw a pair of swallow tail kites around the house last week. I tried to get photos, but they were cruising, close and then at a distance in a blink of the eye...

I have Redtail Hawks, Kites and one huge Falcon that hunts in my Apt Lake. The falcon is ridiculously big and snatches three pound bass out the water.
