Would it be worth the extra $30 to go with this 2x8GB DDR3 1600 RAM instead of the 1x8GB DDR3 1866 RAM? What's the difference between 1600 and 1866 and is it significant?

There is no significant difference between 1600 and 1866 in real-world use. There is, however, arguably a difference between using a single stick vs dual channel. The 2x4GB would theoretically give you a performance boost over 1x8gb. So going with dual channel AND doubling your RAM certainly wouldn't be a bad thing. I've honestly never tested this out, but you could google for some test results for dual channel vs single channel.
The vengeance cost more because it's Corsair, and because it's Low Profile. And because RAM prices are up since Q2 of this year, and the pricing is all over the place across brands. Still, with the promo, that's not a terrible price for 16GB of corsair. And if you're using a big heatsink and fan for your CPU, the low profile might come in handy.
I have no experience with the Team Vulcan brand. I tend to avoid brands that aren't automatically associated with RAM. Reliable RAM brands include Corsair, G.skill, Mushkin, Kingston, Patriot, Samsung, Crucial, etc.
Do you have a need for 16GB? If not, then none of your choices are really ideal. a 2 x 4GB is what you want.
For 2 x 4GB at 1866, I'd get this: LINK

And I'll say it again, at the risk of sounding spammy, I have 2 excellent 4GB sticks of corsair vengeance I'm selling. 1600Mhz, black heat spreaders, 9-9-9-24, 1.5v. I'll sell them for $45 shipped or $40 local pickup (the extra $45 is to cover paypal fees and shipping). It's this RAM: LINK

Ok thanks. I probably don't need 16. That was going to be my next question. I'll probably go with that 2x4. I was doing google research that said that the difference between 2x4 and 1x8 was minimal but it is an increase regardless and won't hurt anything, especially for only a few bucks more.

Yes, the third monitor, no matter what you use it for, will need that adapter to connect to the video card. Otherwise, all it will be able to do is duplicate one of the other monitors.
My monitor setup is as followed:
1440p Korean -> DVI Dual Link Port (it has to go in the dual link DVI port. In my case, I only have one DVI port on the card, and it's dual link)
Bed room TV -> HDMI Port
Secondary 1080p monitor -> DVI to mini DP adapter -> mini displayport

Team RAM is your basic budget RAM. Its almost always the cheapest 8GB sets, so we put in all the value/budget/workstation builds we do. Fairly reliable, but since you are not worried about margins i would suggest buying high quality RAM. I personally use Kingston Hyper X.

Yeah, your deal sounds awesome, but I want all my stuff to be brand new for my first ever build. I'm kind of weird when it comes to stuff like that.

find an off lease dell and add a blu ray player and video card with hdmi out. you can get the dell's super cheap (i get off lease optiplex 745s for $60). that gives you the case, psu, mobo, cpu (core 2 duo usually), hdd, and dvdrw drive for super cheap. the ones we get are the slim lines so they even look like htpc's.
it wont game much but it would be a fully functional htpc, and you would probably be spending under $200.
