Every bank I have ever been with will allow a payment to go through and hit you with the fee. Banks love fees thats straight income.
Most people also have an overdraft protection setup. Some call it Courtesy Pay

I have a PayPal card that I use for drinking and eating out and vacations. When it hits $0.00 it is useless/
I can use my ATM card till it goes to 0 but I think it would incur an overdraft. I know Credit Cards allow you to go over, that was college for me.

yeah, most banks will cover it. mine will cover it and then transfer the funds automatically from one of my other accounts.
