This, they're good in milk too. They're too hard to eat by themselves, but they suck up liquid like sponges and don't break off when wet like normal cookies. I think that's why they're long and narrow, to make it easier to dip.

That's exactly why and why they are hard. They are baked twice to dry them out so they store well and last a long time. They were used by soldiers for travel for centuries. The hardness was for durability as well.
