Concacaf Champions League questions, I have some

Never payed any attention to it, really just gotten into soccer in the last couple of years. So its obviously set up like UEFA Champions League, 4 teams from MLS made go each year? Top 4 like BPL for UEFA?
What countries are involved? All south american pro leagues? Just glancing through it I did not see any Brazilian teams
Who is "the team to beat"?
MLS appears to be a very strong league comparitively, out of the 4 that made it 3 are still in.
How much of a step down is CONCACAF from say UEFA? Obviously anyone can beat someone once, but could any of these teams compete with the UEFA Champ League teams?

Concacaf is a Central and North America region. Some love to look down on it but I rather enjoy it. The class of the region lies in Mexico as Monterrey the two time defending champion of the region is a solid team. Tigres and Santos Laguna are pretty solid as well. The MLS teams are still a few years of growth away from realistically winning this competition mainly due to economic reasons.
The winner of this competition will get a shot to go against a Champions League team in the Club World Cup, so I guess that is when you would find out.

Qualifying
The Mexican teams.
The CONCACAF Champions league was the CONCACAF Champions Cup until 2008 and in total Mexican teams have 28 champions and 13 runners up and since 2008 have it won it all 4 years, been runner ups for 3 out of 4 years and have also had 5 semi finalists.

This is a tournament run by CONCACAF.
The refs are of a quality only deemed acceptable by CONCACAF. We all would be eating horse meat if CONCACAF controlled our meat inspections.
