absolutely it did. Pippen did more to help his team win, hence the term Win Shares. A far greater metric than PER.Usage rating is the difference when comparing numbers like PER, because PER rewards touching the ball more. Sorry you fail to understand the correlation.
ETA: also in what world was Scottie an inefficient offensive player? Check the Offensive Rating Stat- Pippen produced just as many point per 100 possessions as Wade.

You leave out that Pippens 31 season is when the bulls won 72 games. Now correct me if I'm wrong, a team with a lot if wins will naturally create a higher win share...
Besides, it's also very arbitrary, much like all advanced metrics, especially defensive ones.
I never said Scottie was inefficient,., compared to Wade he is less efficient. Stemming from Wade shooting 52% from the field this year.
They may be equal per 100 possessions, but Wade A) shoots more and B) scores at a more efficient clip, thus making it more impressive.
That stat doesn't account for the unknown fact that Pippen may or may not be able to keep up that efficiency with more shots or more touches.
