What about the ones that haven't been dead that long? Surely not all of them died at the same time. And that wouldn't effect the urge to feed. Hell the zombie in Season 1 that was crawling without legs was trying harder than most of the ones in Season 3.

And dehydrating.
I would think that dehydration would be more of a hindrance to zombies than anything else. As the bodies dry out they would should simply fall away to dust.
