Until you are nearly done you have no say in the plot
Why is this necessary? You're in an ever evolving world that is seamless. You're trying to get from point A to point B but have endless freedom on how and which order to you do so.

Spoilers
Point A and B are far removed with nothing other than grinding and secret weapons between. It would similar to KOTOR having no setup other than you can stumble about a large world. Once youve bludgeoned enough creatures into submission and stumble into the only point plot in the game you are given a choice to end the world or save it with no real understanding of it.

The feel of the game makes up for the lack of plot imo.
