It actually looks like they just take your money and invest in a couple of index funds. You can do this for free yourself, it isn't complicated at all.
There's nothing wrong with what they are doing, it's just that it isn't worth even a low fee.

don't most brokerage houses charge fees for trades?

I buy index funds through Schwab and have yet to pay a fee for a trade. Not all the funds they offer qualify for no-fee trading but plenty do, more than enough to do an index portfolio.
