this is because their seems to be a higher percentage of dog hunters that partake in illegal hunting activities

this all comes down to one thing, and that is dogs running deer on other property

if you can keep your dogs off other property, great (although I do not believe you can), but the vast majority of dog hunters do not, and cannot keep their dogs from running deer on other properties. This is where other hunters have a problem. If the dog hunters can't see this, then I don't know what to say.

I agree, but this would be a problem with law enforcement not something new laws would fix. If they arent enforcing the current laws, what makes anyone think new laws or bans will help?
